The general purpose of the West Virginia Parole Board's rules and regulations is to establish procedures and criteria whereby the West Virginia Parole Board shall discharge its duties and exercise the powers described and reserved to the Board by the West Virginia Code, Sections 62-12-13, 62-12-14 and 62-12-19. Accordingly, these rules are designated as procedural rules in accordance with W.Va. Code 29A-1-2(g). The rules are filed with the legislature or its legislative rule making committee and in the State Register as required by W.Va. Code 29A-1-3.
